Dubai overhauls its health-insurance claims framework
A new Dubai Health Insurance Corporation directive makes electronic submission, identity verification and strict pre-authorisation timelines mandatory.

The Dubai Health Insurance Corporation (DHIC), under the Dubai Health Authority, issued a new Health Insurance Claims Management Policy Directive that took effect on 16 November 2025. It is a comprehensive rewrite of how claims move between providers, insurers and TPAs in the emirate.
Under the directive, all claims must be submitted electronically through eClaimLink, with stronger requirements for data accuracy, patient identity verification and supporting documentation. The intent is to cut avoidable rejections and disputes by catching errors at submission rather than at adjudication.
The rules also put clocks on pre-authorisation: providers are expected to submit requests promptly, and insurers and TPAs must respond within defined windows by service type. For revenue teams, that raises the premium on clean, complete, well-documented claims the first time.
For DataHub users, this is the environment the Claims Resubmission Workspace is built for — electronic submission to the Authorities, documentation and comments attached to each claim, and a test upload that surfaces rule and field errors before production.
